Roslyn Layton Amicus Brief

Roslyn Layton performs empirical investigations of the impact of internet regulation on third party innovation. One investigation focused the impact of regulation on mobile networks in 53 countries from 2010-2017. This research was performed as part of doctorate earned at the Centre for Communication, Media and Information Technology at Aalborg University School of Information Technology and Design and is available here (454 pages).

This thesis has been publicly available since 2017 and provides a methodology to measure innovation before and after adopting internet regulation. Amicus briefs have been prepared to educate policymakers and the court about the impacts of innovation and include updated investigations.

These briefs have been prepared pro bono and have been provided in cases in which the US Federal Communications Commission (FCC) has been the petitioner and subsequently the respondent.
