My expertise in tech policy

I am pleased to provide my expertise to policymakers, the press and the public. Here is an overview of my policy research, expert testimony, trainings and education on technology policy, and public commentary.

Policy Research

I perform policy research on issues like broadband internet, internet economics, internet regulation, cost recovery, radio spectrum, telecom policy, mobile cellular wireless technologies, 5G, regulation, network security, digital business models, rural broadband, universal service, universal connectivity, net neutrality, technology software platforms, and antitrust and competition.

Different policy audiences have different requirements for policy research, for example peer-review academic journals, policymakers, and business professionals. I publish for each of these audiences per their requirements and in their preferred channels.

Expert Testimony

I prepare and deliver public testimony under oath as well as expert testimony on issues of technology policy. I have testified for various committees the United States Senate and House of Representatives, the South Korean Assembly, the Parliament of the United Kingdom, the European Commission, and other governments. I also submit commentary to telecom authorities like the US Federal Communications Commission, the Canadian Radio-television and Telecommunications Commission, Ofcom of the United Kingdom, Body of European Regulators for Electronic Communications, the Telecom Regulatory Authority of India, and others. Trainings on Technology Policy

I teach classes on technology policy for people at all levels as well as master classes and trainings for regulators, doctoral students, and public officials. I describe basic economic and regulatory concepts as they relate to tech policy, the policy research process (both actual and ideal), and the international concept. Commentary

I serve as resource to journalists, editors, and media which want commentary on tech policy issues. My goal is to help authors make interesting stories. I try to respond to all press requests as soon as possible 24/7/365. Contact me for commentary.
