National Assembly of the Republic of Korea, Committee on ICT, Broadcasting and Communications. Testimony on the Network Free Ride Prevention Act, November 10, 2022

I have studied the Republic of Korea closely for the last decade as part of an industrial PhD program at Aalborg University’s Center for Communication, Media and Information Technologies in Denmark. The Republic of Korea is the world’s leading broadband nation because it has taken a holistic policy approach to broadband, ensuring incentives to innovate and invest for all parties and is the result of long-term, highly- evolved, and ever-improving policy. Many nations look to the Republic for Korea for inspiration. The Network Free Ride Prevention Act will likely help the Republic for Korea keep its position as the world’s broadband leader. It promises to protect market-based, good faith negotiation for the delivery of internet traffic, a shared responsibility of content applications providers and broadband providers.
