Internet policy in the age of the Internet of Things

We are well past the point where the number of things on the internet exceeds people.  This shift will impact internet policy.  For example, will machines make the same demands of the internet as people? Indeed, will machine complain that they are being discrimianted against? What about certain applications that require guarantees of service to operate, for example a broadband enabled heart monitor?
